Webhook retries

Delivery is bounded, leased, and observable without exposing payloads or provider bodies.

Condition	Behavior
Timeout/network/5xx	Retry with capped exponential backoff, up to eight attempts.
HTTP 4xx	Remain failed until manually retried.
Interrupted lease	A one-minute lease can be reclaimed.
Delivery listing	Returns metadata and safe failure code, not payload or secret.
