Pagination

Developer and bearer organization collections use opaque cursor pagination; SCIM uses its protocol pagination fields.

Examples

GET /api/developer/applications?limit=25&cursor=<opaque>
GET /api/v1/organizations/org_123/members?limit=25&cursor=<opaque>
GET /scim/v2/Users?startIndex=1&count=100

Developer and bearer organization collections

limit is 1–100 and defaults to 100.
Pass next_cursor unchanged.
Do not parse or manufacture cursors.
Invalid cursors return invalid_pagination.
Organization pages are evaluated inside the bearer token's tenant boundary before and during every page.

SCIM

startIndex is one-based.
count is bounded by the service configuration.
Filters are limited to userName and externalId.
